| Permit area in the Ponderosa Pine Zone, east of the Cascade Crest; owl site in marginal habitat rapidly deteriorating due to spruce budworm infestation and surrounded by a matrix of unsuitable owl habitat. Surveys indicate that the majority of Douglas Fir and Grand Fir which dominate stands in the permit area are being defoliated and are in advanced stages of decline or are already dead. The Ponderosa Pine component of stands is not directly impacted by spruce budworm. | |
