    Permit area in the Ponderosa Pine Zone, east of the Cascade Crest; owl site in marginal habitat rapidly deteriorating due to spruce budworm infestation and surrounded by a matrix of unsuitable owl habitat. Surveys indicate that the majority of Douglas Fir and Grand Fir which dominate stands in the permit area are being defoliated and are in advanced stages of decline or are already dead. The Ponderosa Pine component of stands is not directly impacted by spruce budworm.

    Monitoring Notes
    Surveys and monitoring to determine occupancy and reproductive status of owls within the permit area will be conducted each year that the HCP remains in place and will be consistent with protocols and methods approved by the Service.
    Additional Notes
    The proposed permit and HCP would be in effect until the associated owl site is determined to be vacated. However, incidental take associated with the proposed harvest actions is only authorized for a period of five years. On 12/29/04, TE028219-0 was transferred from Office Max (formerly known as Boise Cascade Corp.) to Boise Central Washington Land & Timber, LLC. The transferred permit was assigned # TE098525-0. On 9-23-2005, TE 098525-0 was transferred from Boise Central Washington Land and Timber LLC to Western Pacific Timberlands, LLC. The transferred permit was assigned # TE 111907-0.
