    Habitat will be protected on-site for up to 10 nightingale reed-warbler territories and 70/72 acres of native limestone forest will be protected (with buffers) for the duration of the permit. Saipan Upland Mitigation Bank Agreement established on 2/22/02, allowing purchase of credits in Mitigation Bank by applicants with projects that will take covered species (only nightingale reed-warblers (NIRW) at present). OBRA (applicant for this HCP) will buy one credit from the Mitigation Bank for each NIRW territory lost on the project site. One credit = immediate protection of sufficient habitat to suport two existing NIRW male territories.
