    The local Resource Conservation and Development agency (Sam Houston) is the permit holder, and in each of the counties the RC&D entity works with private landowners for reintroduction of Attwater's prairie chicken and protection and enhancement of Houston toad and Texas prairie dawn-flower habitat. As of 9/12/2000, 46,750 acres of ranchland habitat, involving 15 private landowners and 17 agreements, have been enrolled under this Safe Harbor program.
