GIS data layer containing land ownership parcels and attributes for the Roanoke/Cashie watershed, based on data available from local sources. The layer is dilineated by a 300-meter buffer around the 132,000 CFS floodplain. This area is contained within five counties: Halifax, Northampton, Bertie, Martin, and Washington. Any land ownership within or touching this defined boundary is included in the layer. In addition, contiguous parcels outside of the project boundary but touching property held by the same owner are included in the layer. Tabular information for all of the ownership data has been joined to the layer, using existing digital and hard copy records maintained by each county.

Known ommissions exist with regards to the attached real estate assessment data. As this data layer moves from draft to final delivery, these ommissions will be resolved. In particular, assessment data available from Martin and Northampton Counties is missing key attributes and did not provide a complete link between the assessment database and the parcel identification numbers indicated on the hard copy tax maps.

ArcInfo maintained and updated the topological integrity of the property data layer. All layers were built and cleaned using tolerances < 1 foot. Data was digitized using ArcInfo line coverages and built into polygons using ArcInfo. Special attention was placed on edgematching issues between parcels on adjoining Counties and no topological errors should exist on any parcel touching another parcel in an adjoining county.

The data layer has no known ommissions with regards to the integrity, shape and location of parcel boundaries. All property boundary location are subject to the constraints of the georeferencing process, which maintained an RMS error of < 10 feet for any tax map sheet.

Digital GIS data was available for Halifax and Washington Counties. Each hard copy tax map was converted into a digital format using a large format scanner. The resolution of each scan was equal to or greater than 300 dots per inch. Each digital file was named based on the county and tax map number it represents and was saved in a .TIF format. All header, footer, and margin information contained on each of the map sheets was clipped from the digital files. This alled WorldView to create a seamless mosaic of tax map information for each county.
Based on the format adopted by each county, a master index grid was created, marking the geographic extents of the hard copy map sheets. The master index grid was created with the coordinate system used by each county, which was Stateplane NAD83 feet. The master grid was then reprojected into the same coordinate system as the digital orthophotos, StatePlane NAD83 meters. Using the ArcView Spatial Analyst extension, each map sheet was georeferenced to the master index grid. This was accomplished by placing control points onto the scanned imagery and warping the imagery into the same coordinate space as the master index grid.

Using the georeferenced tax maps and digital orthophotography, WorldView Solutions digitized the ownership boundaries for the project area. The scanned tax maps were used to define the political ownership boundaries and the digital orthophotos were used to define the physical ownership boundaries. Ultimately, the digital orthophotos served as a base map for the ownership boundaries. The Contractor digitized all of the boundaries using ESRI's ArcInfo software.

Conservancy staff worked closely with WorldView Solutions to obtain digital tabular ownership data maintained by each county. WorldView converted the tabular data, where necessary, into a digital format. The tabular data included, at a minimum, the parcel identification number, acreage, property address, owner name, owner address, land value, and improvement value. Any other tabular data will be assessed by the Conservancy and converted by the Contractor as necessary. The Contractor joined together the tabular data and ownership layer, using the Parcel Identification Number as the common identifier. Discrepancies between the data sources will be identified and, where possible, resolved.
