2006 Land Cover/Land Use Neil Smith National Wildlife Refuge
Vector Digital Data Set (Polygon)
The U.S. Geological Survey (USGS) - Upper Midwest Environmental Sciences Center (UMESC) has produced a high-resolution land cover/land use (LCU) spatial database of Neal Smith National Wildlife Refuge (NSNWR). The LCU data were interpreted from 2006 color-infrared (CIR) aerial photographs collected on August 15th at a scale of 1:10,000. Vegetation types were classified with refuge-derived classes that best described current vegetation in an dynamic ecosystem (primarily agricultural fields being converted back to prairie). The photos were interpreted using a minimum mapping unit of 1-hectare and a 10% minimum vegetation cover. The photos were interpreted to delineate land cover/land use, percent vegetation cover, and tree height. The geographic extent of the NSNWR LCU database encompasses 10,436 acres of cool and warm season grasses, oak savannah, volunteer forests, pasture, and agriculture in Jasper County, Iowa.
The LCU spatial database provides baseline data to support the U.S. Fish and Wildlife Service (USFWS) Comprehensive Conservation Plan (CCP) for NSNWR. CCPs are required under the National Refuge System Improvement Act of 1997, which states that all refuges will be managed in accordance with an approved CCP that is consistent with the purpose and mission of the National Wildlife Refuge System.
The spatial database is projected in Universal Transverse Mercator (UTM), Zone 15, with datum in North American Datum of 1983 (NAD83). In June 2007, a team of UMESC photointerpreters, with assistance from refuge staff, performed field reconnaissance of NSNWR to develop map classification, establish mapping protocols, and to learn vegetative appearances as exhibited on the aerial photographs. The LCU data were interpreted from 2006 CIR aerial photographs with a Bausch and Lomb 240 zoom stereoscope. The standard minimum mapping unit applied was 1.0 hectare (~2.5 acres). Polygons < 1.0 hectare were occasionally mapped in areas of high interest. Photointerpreted data were orthorectified to 2006 true color orthophoto quadrangle imagery from the National Agriculture Imagery Program (NAIP) and the 2006 CIR aerial photo mosaic. Land cover/land use information were digitally automated using ArcGIS 9.2. The spatial data are available in the Shapefile format.

The attribute accuracy for this dataset was tested by manually comparing on-screen displays to the original photointerpretation. The attributes were also checked against an all-inclusive list of possible attributes for the dataset.
All polygon features were checked for topology and existence of label points using the ArcGIS software. Each polygon begins and ends at the same point with the node feature. All nodes were checked for error so there were no dangling features. There were no duplicate lines or polygons. All nodes were snapped together and polygons closed based on a specified tolerance. If the node was not within the tolerance it was adjusted manually. The tests for logical consistency were performed in ArcGIS using certain commands.
All data within the bounding coordinates are complete with polygons representing ground features at the time of aerial photographs. Each polygon is represented with a set of attribute information.
The horizontal positional accuracy is tested by visual comparison of the data on-screen with existing orthoimagery that cover the same area.
A formal accuracy assessment of the vertical positional information in the data set has either not been conducted, or is not applicable.

NED was used as the elevation data for orthorectifying the overlays. Orthorectifying was completed using Orthomapper.
Photointerpretation was performed using the August 15, 2006 CIR film transparencies (1:15,840-scale). The photographs were cut from their film rolls and covered with clear acetate overlays. The overlays were registered to the photos. Ground features were interpreted and delineated onto the photo overlays using a Bausch and Lomb 240 zoom stereoscope. The polygon delineations and attributes were scribed with 6x0 rapidograph technical pens and fast drying black India ink, KOH-I-NOOR(R) 3084. Each photograph was viewed with its matching stereo pairs so images could be seen 3-dimensional. To minimize edge distortion, interpretation was focused towards the center of each photograph. Texture, height, pattern, life form, position in the landscape, and field knowledge were all used in the decision process of delineating polygons and assigning map class codes. The minimum mapping unit was approximately 1-hectare, 10% vegetation coverage. Extensive ground truthing was performed in conjunction with photointerpretation.
